Run Howard County: A Nonpartisan Series on Running for Office in Howard County

Interested in making a difference through public service? Run Howard County is a new, nonpartisan information series designed to demystify the process of running for and serving in elected office in Howard County.  This educational series helps potential candidates better understand what it truly means to hold elected office and how local government functions.

This program is sponsored by the League of Women Voters of Howard County and Columbia (MD) Alumnae Chapter Delta Sigma Theta Sorority, Inc., in partnership with the Howard County Library System.

This first session, "Is Political Office Right for You?", will focus on the roles and responsibilities of the Howard County Council and the Board of Education, giving attendees a realistic understanding of what public service entails.

  • David Yungmann, Howard County Council Representative, District 5 (2018–present)
  • Ellen Flynn Giles, Former Member of the Howard County Board of Education (2006–2016)
  • Dominic Butchko, Director of Intergovernmental Relations, Maryland Association of Counties
  • Molly Young, Board Development Director, Maryland Association of Boards of Education
  • Allan Kittleman, Former Howard County Executive, Former D5 County Council Representative, and Former Maryland State Senator from District 9
  • Antonia Watts, Member of Howard County Board of Education, D2

Topics will include:

  • The distinct functions of the County Council, County Executive, and Board of Education
  • A general understanding of the laws governing county government and public education in Maryland
  • Key factors influencing policy decisions at the local level
  • Personal considerations when deciding to run for office—including the impact on family, finances, and work-life balance

Whether you're seriously considering candidacy or simply want to better understand how local government works, this session will provide valuable insights and guidance.

Note: This is not a campaign event, and the speakers will not be candidates for elected office in 2026
