The familiar story of the history of the right to vote in America describes an electoral franchise that has grown fuller and fairer over time as Americans have fought to build a more perfect union. The truth is much more complicated.


This program is presented in partnership with the Howard County Historical Society (HCHS) and will feature opening remarks by Ann Bennett, Executive Director, HCHS. 

Dr. Richard Bell received a BA from the University of Cambridge and a PhD from Harvard University. He joined the Department of History and the University of Maryland in 2006, earned tenure in 2012 and promotion to the rank of full professor in 2020.

He has published four books and more than a dozen articles and book chapters. His major research fellowships include Yale, Cambridge, and the Library of Congress. Dr. Bell is the recipient of the National Endowment of the Humanities Public Scholar award and the Andrew Carnegie Fellowship.
